Public Liability Insurance
City of Ballarat holds an insurance policy that offers $20 Million liability and indemnity insurance protection for uninsured casual users of Council owned facilities where a hire agreement is in place, and permit holders of operations on Council owned land such as Outdoor Dining and Community Garden Groups. This policy is subject to a $250 excess for any claims payable by the hirer. When applying for coverage as part of an Outdoor Dining permit application, an application reference for your permit and a copy of your current public liability policy must be evidenced to confirm you are not already insured through another provider.
Community and not for profit groups and individuals who do not already hold a public liability policy will be automatically covered under Council’s Community Liability Policy at no cost. This coverage does not extend however to buskers, stall holders, sporting events or entities who are hiring Council facilities for commercial purposes. These entities will need to provide evidence on their own public liability policy or apply through Council at a fee of $33 per hire.
YOUR COMPLETED APPLICATION MUST BE SUBMITTED AT LEAST TWO (2) WEEKS PRIOR TO THE EVENT, WITH PAYMENT.
Your application will be assessed and you will be notified if cover will be offered.

Public Liability Insurance Single Use Casual Hire
Maximum period of cover is five (5) consecutive days.
Public Liability Insurance Multiple Use Casual Hire
Maximum hire is 52 times per annum.
Public Liability Outdoor Dining and Trading
Period of cover is from 1 July to 30 June of that financial year.
Public Liability Community Gardens
Period of cover is from 1 July to 30 June of that financial year.
Vehicle Crossing Permits
You need a Vehicle Crossing Permit to construct a concrete vehicle crossing or bridge on Council-owned land.
