Asset Protection, Hoarding Permits, Works Within Road Reserve

Asset ProtectionRequired to ensure Council Assets remain serviceable (footpaths, nature strips, drainage, roads) and not left damaged during building works on private land.
Hoarding Permit to Occupy Council LandRequired if you intend to occupy Council land for storage of materials/equipment, or will restrict the use of a section of footpath/nature strip/road reserve during your works.
Works Within Road ReserveRequired for works that involve digging in the road reserve.
Memorandum of AuthorisationMemorandum of Authorisation to erect, display, place, remove or alter traffic control devices
Nature StripsRequired if you intend to alter your nature strip, eg. Replacing grass with gravel.
General PermitDon't know if you need an Asset Protection, Road Opening, Hoarding Permit or more than one of these?

Change an existing planning permit

Amend a Planning Permit or Endorsed Plans
This process is used to cover any amendment to a planning permit and/or endorsed plans including a formal amendment assessed against Section 72 of the Planning and Environment Act 1987 or a Secondary Consent Amendment.

Apply for an Extension of Time to a Planning Permit
This process relates to a request to extend the expiry date on the planning permit under Section 69 of the Planning and Environment Act 1987.
 
General Town Planning ApplicationThis process is used to cover an application which involves a combination of use, development and subdivision of land, VicSmart applications or where the application doesn’t neatly fit into another category below.
Development of LandThis application type does NOT include subdivision, development of a single dwelling on a lot and VicSmart applications.

This process is used to cover applications involving construction, alteration or demolition of buildings including two or more dwellings, commercial, industrial or mixed-use development, fences, display of signage or works.

Single DwellingThis application type does NOT include subdivision and VicSmart applications.

This process is used to cover applications involving development of a single dwelling, associated buildings and works including outbuildings or alterations and additions to a dwelling which result in no more than a single dwelling and associated buildings on a lot.

Use OnlyThis application type does NOT include subdivision and VicSmart applications.

This process is used to cover applications that propose to change how land is used (including to reduce or waive car parking requirements and bicycle facility requirements, liquor licence).
Secondary ConsentThis process is used to cover minor modifications to the endorsed plans associated with a Planning Permit. It does not include amendments involving changes to permit conditions and permit descriptions.

Written Advice on Planning Permit RequirementsThis process is used when requesting written confirmation as to whether a planning permit is required for your proposal.
Report and Consent for Proposed DemolitionThis process is used for applications for Report and Consent under Section 29A of the Building Act 1993
Pre-application meetingsA pre-application meeting is a two-way conversation between a permit applicant and Council’s planning officers. This discussion intends to provide applicants with a better understanding of Council policy and officers’ views. It also provides officers with a better understanding of your proposal. Following discussions, both you and the planning officer will have a better understanding of the next steps.
Public Liability Insurance
City of Ballarat holds an insurance policy that offers $20 Million liability and indemnity insurance protection for uninsured casual users of Council owned facilities where a hire agreement is in place, and permit holders of operations on Council owned land such as Outdoor Dining and Community Garden Groups. This policy is subject to a $250 excess for any claims payable by the hirer. When applying for coverage as part of an Outdoor Dining permit application, an application reference for your permit and a copy of your current public liability policy must be evidenced to confirm you are not already insured through another provider.

Community and not for profit groups and individuals who do not already hold a public liability policy will be automatically covered under Council’s Community Liability Policy at no cost. This coverage does not extend however to buskers, stall holders, sporting events or entities who are hiring Council facilities for commercial purposes. These entities will need to provide evidence on their own public liability policy or apply through Council at a fee of $33 per hire.

YOUR COMPLETED APPLICATION MUST BE SUBMITTED AT LEAST TWO (2) WEEKS PRIOR TO THE EVENT, WITH PAYMENT.
Your application will be assessed and you will be notified if cover will be offered.

Public Liability Insurance Single Use Casual HireMaximum period of cover is five (5) consecutive days.
Public Liability Insurance Multiple Use Casual HireMaximum hire is 52 times per annum.
Public Liability Outdoor Dining and TradingPeriod of cover is from 1 July to 30 June of that financial year.
